Summary of the House Committee Version of the Bill

SCS SB 4 -- KANSAS CITY POLICE OFFICERS' SALARIES AND
CONFIDENTIALITY OF DRIVER'S LICENSE RECORDS

SPONSOR:  Wiggins (Rizzo)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Urban
Affairs by a vote of 11 to 0.

This substitute changes salary ranges for various levels of
police officers in Kansas City.

The substitute also prohibits the Department of Revenue from
releasing information contained in its motor vehicle or driver
registration records regarding any peace officer.  An exception
is made to allow the release of information if the officer holds
a class A, B, or C commercial driver's license pursuant to the
Motor Carrier Safety Improvement Act of 1999.

FISCAL NOTE:  Cost to Highway Fund of $59,825 in FY 2002,
$57,019 in FY 2003, and $0 in FY 2004.

PROPONENTS:  Supporters say that the financial affairs of the
Kansas City Police Department are not controlled by the state.
The pensions and salaries of Kansas City police officers are
paid for by the city not the state.

Testifying for the bill were Senator Wiggins; Kansas City Police
Department; Missouri State Lodge Fraternal Order of Police; and
Kansas City Police Officers Association.

OPPONENTS:  There was no opposition voiced to the committee.
